I've purchased both Halo: Spartan Assault and Halo: Spartan Strike for my mobile device. I signed into the games on startup using my normal Microsoft account. Today, I just discovered that both of these games are available for the PC, and can be downloaded off the Windows Store. Since I've already paid for them on my mobile device, is it possible to download them off the Windows Store without having to pay for them again?

Probably yes, but it depends on what platform you bought it on
If you bought in on a Windows Platform (Windows 10/10 Phone/8.1/8, Windows Phone 8.1/8) device, yes, it is considered an universal app and can be downloaded on any Windows Platform device but if you didn't buy it from a Windows Platform device, it isn't possible.
As you can see here, it tells me that I can download it on my computer (in Turkish language, sorry):

Also you can only install it on up to 10 windows platform devices (which should be pretty much enough):

Is there anything that sounds more cynical than a top-down shooter Halo spin-off for phones and tablets? Ever since single-handedly saving the original Xbox, Halo has remained Microsoft's gaming cash cow, so sticking its name on something is a great way to drum up extra interest. However, instead of being a mere cash-in, 2013's Halo: Spartan Assault managed to be a legitimately fun and well-produced game, triumphantly translating Master Chief's missions to Windows 8 PCs and mobile devices. Halo: Spartan Strike ($5.99) maintains much of that game's strengths while cutting out most, but not all, of its weakness. With Halo 5: Guardians still months away, playing Spartan Strike is a fine way for fans to tide themselves over until then.

Instead of taking place in the familiar first-person view, Halo: Spartan Strike is a top-down shooter where players move with one stick while aiming and shooting with the other. On PC, those sticks are either physical analog sticks on a gamepad or a keyboard and mouse. However, on touch-screen devices, like phones or the Surface 2 I used to play the game, those 'sticks' are virtual buttons on opposite sides of the screen. It's a compromise many games have to make when jumping to mobile, and it works fine here; the game balance makes up for the lost precision. Plus, it's amusing to see such a thoroughly Microsoft property show up on Apple devices like the iPhone and iPad.

Fortunately, the game's not nearly as broken as last year's Halo: The Master Chief Collection, whose ongoing issues caused this game to be delayed by several months.
Despite running on more modest hardware, Spartan Strike features enough production value to make it a worthy younger sibling to its AAA console counterparts. Levels are large and lush, taking place in varied environments such as ravaged futuristic cities and dense alien jungles. Spartan soldiers, Covenant enemies, and signature vehicles from both sides of the conflict retain their iconic designs even when the view is zoomed out. And Tom Salta's orchestral score adds an almost-unearned amount of poignancy to something as simple and silly as blasting hordes of monsters from the back of a space truck.

Whereas Spartan Assault piggybacked off of the then-recent Halo 4 by taking place between that game and Halo 3, Spartan Strike similarly ties into the upcoming Halo 5 by setting its story before the events of the highly anticipated Xbox One exclusive. However, the actual plot, which has players reenacting famous historical battles in virtual reality, makes the timeline much murkier. But as an excuse to revisit classic Halo locales, and use classic Halo weaponry, it works.
Whereas Spartan Assault piggybacked off of the then-recent Halo 4 by taking place between that game and Halo 3, Spartan Strike similarly ties into the upcoming Halo 5 by setting its story before the events of the highly anticipated Xbox One exclusive. Carrying the classic Halo feel into this new perspective brings the game together. Guns like the Needler and the awesomely overpowered pistol behave like they always have. The Warthog still has its slightly wonky driving physics, and special abilities like recharging health, speed boosts, and the Bubble Shield can still instantly turn the tide of battle.
Beyond those surface details, Spartan Strike also marries Halo's more-measured pace with the typically more arcade-style gameplay of the top-down shooter genre. The 30 missions, spread across five areas, often feature multiple objectives, with players either shooting their way through scripted sequences or exploring an open map. One set piece had me racing down crumbling highways alongside fellow Spartans to recover a stolen artifact. Meanwhile, scouring a forest for enemy outposts was a relatively more relaxed and nonlinear objective.
The large scale impresses, and some levels are so lengthy that they could actually use a few checkpoints to make restarts less time-consuming. Checkpoints would also encourage players to experiment with the game's difficulty. As in the main Halo games, players can add skulls to their loadout at the start of a mission to dynamically alter the challenge. One skull makes ammo drop less frequently while another causes shields to drop while firing. Completing a mission with these modifiers pays out bonus points, and they typically make the firefights a more enjoyably tactical experience.
Premium, Not Freemium
The thing is, most of that praise also applies to predecessor Spartan Assault, making Spartan Strike just a little less exciting this time around. However, this sequel does fix one major flaw from its precursor, a flaw many mobile games today can't seem to quit: microtranscations.
